Description: This is a pre-solicitation submitted by the U.S. Department of Homeland Security (DHS), Customs and Border Protection (CBP), Office of Air and Marine Division (AMD). The purpose of this pre-solicitation action is to notify all interested parties of the government’s intent to solicit services for the Air and Marine Operations Center (AMOC) and Caribbean Air and Marine Operations Center (CAMOC) facilities. The proposed service contract is intended to address five fundamental utilities: 1) Project Management 2) Telecommunications 3) Daily Operations 4) Expansion and Reconfiguration and 5) Engineering and Integration (E&I). Resources required to meet this goal is human capital and each element is defined in Section 4 of the Statement of Objective (SOO), which will be included in the forthcoming solicitation. The solicitation will include a SOO, describing the DHS/CBP/AMD goal and each offeror’s proposal shall illustrate how it will support each utility. In addition to the requested information proposal deliverables shall include a Performance Work Statement (PWS) and Quality Assurance Surveillance Plan (QASP). Offeror’s are strongly encouraged to seek out partnerships with socioeconomic concerns as each large business will be asked to submit a subcontracting plan and demonstrate its efforts to obtain partnership, alliance, relationship, or enterprise with said concerns. The government expects to award an active contract which will include identified performance standards and incentives to innovate and maintain state-of-art surveillance methods to benefit the continued mission of the department. Proposed period of performance: Base with (4) one year options and an incentive time plan. Proposals are due Thursday, December 3, 2009 at 1600 EST INDUSTRY DAY Industry day is scheduled for Monday, November 9, 2009 and/ or Tuesday, November 10, 2009. An offeror is considered responsive if it has participated in Industry Day. Only offeror's who have participated in Industry Day may propose on this project. All offeror’s are asked to contact the Contract Specialist, Sharon Brown via email (Sharon.brown1@dhs.gov) on or before 12noon EST Friday, November 6, 2009 to indicate its interest in the aforementioned project. Industry day site location and schedule time will be posted in the contract specialist response to the offeror via email. The contract specialist will electronically send an email invitation in response to offeror's email request. Phone call requests will not result in an email invitation.
